Overview
Wraparound is a State initiated and State/County funded program intended to keep children – who would otherwise be placed in out-of-home care settings such as residential treatment programs or group homes – in their own homes and communities.
Who Is Eligible?
Eligible youth include those who:
- Are ages 0-21 and a ward of the state (WIC 300) or a ward of the court (WIC 602), or are in the Adoptions Assistance Program
- Are at risk of out-of-home placement
- Currently reside in an out-of-home placement and will be returning to the community
- Could benefit from family-based alternative to group home care
Referrals
Referrals for Wraparound can be made by Child Welfare Services social workers, probation officers, or the Adoption Assistance Social Work. Referrals are made to the Interagency Placement Committee who agrees to enroll youth into the Wraparound Program.

How it Works
Wraparound is an intensive program that offers services in-home and in the community. An alternative to residential treatment, Wraparound uses a team approach to coordinate services with community and natural supports.
Wraparound is a planning process, not a service, tailored to each family’s individual strengths and needs. Goals are accomplished by bringing together a unique team of professionals and family supporters known as the child and family team (CFT). The Wraparound motto is doing “whatever it takes” to keep the child and family together safely.
Once enrolled in Wraparound, children/youth typically remain in the program for a year or more, though each family’s unique needs determine the length of stay. From the beginning of the process, the goal of Wraparound is for families to continue to succeed once formal supports (involvement of the CFT) have ended.
Wraparound Life Domains
Following the Ten Principles of Wraparound, the program takes a unique approach to working with youth and families having the most acute and complex needs in the county. While taking a family-driven, needs-focused, strength-based approach, the Wraparound team is comprised of a Family Facilitator, Child Family Specialist, and Parent Partner who work with the CFT to address the family’s needs in twelve life domains:
- Safety
- Recreation
- Money
- Family
- Legal Work
- Social/Friends
- Cultural/Spiritual Housing
- Emotional/Behavioral
- Health/Medical
- Education/Vocation
The CFT develops a mission statement as well as a Safety Plan and a Plan of Care – all are constantly reviewed and revised as the family needs change throughout the process. Every week the team will hold Child Family Team meetings to review progress and needs/concerns, and develop a plan with the family to address these needs. Updates are sent weekly.
