Camarillo, Calif., February 19, 2023 – Casa Pacifica Centers for Children & Families has appointed Frank Clemens, Jr. as Chief Operating Officer. Clemens will oversee the agency’s day-to-day operational and administrative functions while helping to guide its development and growth strategy. He assumes the role February 15.
Clemens has more than 25 years of experience leading strategic operations and growth initiatives for behavioral healthcare organizations. He joins Casa Pacifica from Pembroke Hospital, a 120-bed acute psychiatric hospital that is part of Universal Health Services, the nation’s largest behavioral healthcare system. As Director of Leadership Development and Systems Improvement, Clemens was responsible for operational and financial performance, quality, patient experience and workforce development.
Prior to Pembroke, Clemens served as Chief Operations Officer/Administrator for Santa Rosa Behavioral Health Hospital, overseeing daily operations in addition to the expansion of both inpatient and outpatient services.
He previously served as Executive Director/Director of Operations at Santa Barbara Behavioral Health and as Chief Operations Officer for Paradigm Recovery Group, LLC, overseeing finances and operations of its residential, day treatment and evening IOP programs. Clemens also served as Director of Operations and Client Services Manager for The Bridge Santa Barbara, a nonprofit residential recovery center.
Clemens earned his bachelor’s degree in Environmental Studies and Economics from Middlebury College and his master’s degree in psychology from Naropa University. He is completing a doctoral degree in philosophy and psychology from the California Institute of Integral Studies.
